200. Proxy of person not acquainted with English.
The proxy of a creditor or partner who does not know English may be accepted if it is executed in the manner specified in rule 199 and the witness certifies that it was explained to the creditor or partner in the language known to him, and gives the creditor’s or partner’s name in English below the signature.
